What is Central Animal Records Direct Access?
http://www.car.com.au/info/directaccess.asp

Central Animal Records Direct Access, is an initiative to enable authorized users to have greater access to information relevant only to their activity, whilst protecting privacy issues of stored data.  By securely logging on to our web site, users who have applied for and been granted access, can have access to a specific range of services that will assist them to perform their jobs.  For example, Veterinarians, Councils and Welfare Societies will be able to enter the microchip number of a stray animal and then obtain the owners details so that they can promptly return the animal home.  Animal Owners can log on to the web site and update their address or animal information and even notify us if they are going on holiday with their pet. Veterinarians and accredited microchip implanters, or Municipal authorities or recognized Animal Welfare agencies, can enter microchip data online.
